    A city attorney could probably bring a case. But, most of them are under contract by the hour with the city though, and I doubt that the city would be thrilled about paying the additional thousands of dollars in legal expenses involved in bringing such a case.

    Moreover, given that the police departments know what the prosecutor's policy is, I doubt that the police are doing the investigations needed to bring such cases, nor are they filing complaints or warrant requests.

    And judges don't file or start cases. They hear and decide cases brought by others.

    The County prosecutor does not prosecute for consensual sex work. In theory a local city prosecutor may but Ann Arbor is the only Washtenaw County city that has a city prosecutor. They claim that their focus is on human trafficking and they don't go after consensual sex workers but they also believe that punishing trafficking victims is somehow a way to save them from being trafficked instead of the reality that keeping punishment in place actively prevents trafficking victims from coming forward. That said. They rarely prosecute consensual sex work. Outside of Ann Arbor, other municipalities don't keep full-time prosecutors and usually rely on the county prosecutor (Ypsilanti contracts with a private firm on occasion). The general rule is that you're going to be much safer in Washtenaw County than in most places outside of it as long as you avoid obvious trafficking and obvious drug use. Nothing is going to be perfectly safe but I'd much rather seek out sex workers in Washtenaw County than in Jackson County, Wayne County, or Oakland County.

    Can't answer the first part, but Jacksoni is NOT in Washenaw County. It's in Jackson County, which is adjacent to Washtenaw.

This is a "policy" from the Washtenaw County Prosecutors Office to "decline" to prosecute violations of an existing law, NOT an actual change of the law (but still a good thing).     The Deposit Debate

    My experience:

    I don't play in my area. So that makes me an out-of-towner. Whether I am on business, catching a game or concert, I check which providers will be available and inquire if our schedules will work. This is often several weeks in advance and requires numerous back and forth emails to confirm the appointment. In several instances if they required a deposit (usually because it was our first time meeting, or they were touring) I moved on to the next provider. Like most of you, there is that one provider that causes us to throw caution to the wind. I saw her tour schedule put her in town at the same time I would be there and after doing my due diligence, I emailed her, did the customary safety screening and paid the deposit. I was not disappointed and have since paid a deposit to 4 or 5 providers without any issues.

    Just my take on it all:

    Hobbyists don't like deposits, because some providers have turned this into the new cash and dash and some providers feel they are becoming necessary to weed out the time wasters and no-shows. IMHO, neither of these beliefs are wrong.

    Just like those that TOFTT with the new TGTBT provider. There will be casualties along the way as "deposit providers" become more prevalent. It will be the sharing of info that weeds out the deposit scammers, similar to the providers having their "bad boy" list to weed out the rough, bad hygiene, etc. Hobbyists.

    A cautionary tale towards the parallel between deposit debates and past rate debates. I am confident that many of you may remember when several hobbyists refused to see any provider over 200 as an effort to maintain the status quo. Their actions turned into debates that got ugly, out of control and created unnecessary drama.
