If you don't have referrals, your application is deprioritized, but you can still proceed if you take a selfie with work badge and drivers license or provide your linkedin. JPLS is fairly similar, although I will note when I tried using a Google voice number, they quickly stopped responding, but when I used my real number, everything was ok. I would expect them to have the ability to reverse lookup phone numbers to crosscheck with the IDs you provide.
