If you're an experienced gent with reviews and whitelists on TER or OKs on P411, most KAgencies will verify through DM on those systems. If not, then a DL with name and picture and everything else redacted will usually do. Not sure what the issue is unless you're associated with LEO. I've been verified with the KAgencies in Vegas for 10+ years and some in LA / OC and never had any issue.
