Arrests and citations don't necessarily require the law to be broken. They only need to have probable cause that you have committed a crime, were attempting to commit a crime, or were in the process of committing a crime. They can arrest or give you citations just for stopping and talking to them. However, getting a conviction in court is another matter. The hassle of fighting the arrest is what most people don't want to deal with. There's cases on Figueroa where people have driven by just to talk to SWs or undercover SWs, with no apparent laws being broken. On one particular case, a man stopped and complimented an undercover cop and went on his way. Shortly after, he was stopped by a cop and issued a citation for solicitation of prostitution. He had to hire lawyer and go through the hassle of fighting it, even though no law was broken.

Stopped a block down, car impounded ($85), ticketed for solicitation ($210), left w / out car ($45 taxi), taxi to impound ($38), attorney ($200), plea to disturbance of peace ($60), expunged ($60), Total=$85+$45+$38+$200+$60+$60=$488 in 1993. $1,054.91 in 2024. And no crime was ever committed, but they sure as hell made my life crap for several months. The prosecutor kept asking for delays on the court date and the judge obliged which left me with the attorney bill ($50 retainer & $50/ court day), workday loss (initial consultation, + 3 court days), and pissed. Each time offering to reduce the charge until the prosecutor won with the plea to disturbance of peace because I wanted this shit done. I got fucked, I paid the fucken bill, and no lube or dinner. The signs are up on the sidewalks along Beach to Stop Human Trafficking as part of Safe Streets Together campaign. Is the end coming or the signs are just going to get knocked down?

It's not discouraging any walkers from what I saw last night. The signs also look super temporary, or else they would have been metal printed and posted on permanent structures. Those signs will go away once enough of them disappear due to homeless people snagging the stands.
