I saw something like this some 20 years or more ago.

I doubt LEO would do something like that but where I live in Charlotte, NC we had a guy right before the pandemic hit that would stakeout our most famous AMP and take pictures of guys going into the AMP and take pictures of license plates and post it on his facebook group.
