Put yourself in that guy's position. I get it, he is scummy. But I am willing to bet that he had no intention of ever paying her. So if he was never going to pay her, why leave your credit card. Now if I left my credit card (which I would never do) I would have come back for it. I think the odds are low that the name on the card matches the name of the man in the picture. So, I think it is a bit premature to out him without knowing for sure if this is really him.
