Just my 2 cents, but I'd suggest you reach out, you've got nothing to lose. If you contact her, one of two things will happen, either she'll stick with the "not accepting new clients" thing and refuse to see you or she'll forgo that and set up a meeting. Worst case scenario is you're right where you are now, not seeing her. Plus, I'm inclined to agree with your inference that it makes little sense to include the no "new clients" thing for 3 years while still advertising.
