I think these apps only "own" a certain amount of phone numbers and they get re-issued rather quickly. Since most of these apps are used by dealers, johns and sex workers it stands to reason that occasionally a newly issued number has been used by one or two other providers who have posted ads on LC. I've gotten some peculiar texts on my number before which leads me to believe it was once used by someone else for something not so wholesome. It's not a regular occurrence but it does happen.
