I actually had a convo with an indie about this once -- I don't recall how it came up but she mentioned something about a blacklist for providers to share info on bad clients. I asked how they identified the clients and if my memory serves she said they use last-4 digits of the phone (not the full number) and the name that was used in the booking. She said with really bad clients (ie. Violent ones) they offer more details like physical description and other details in case they have changed numbers. She said that the list is not meant to be used for more routine things like someone who cancels at the last minute, but is just for potentially dangerous or very disturbing clients. In other words, it's mainly for security.

Not sure how accurate any of this is, but it's very understandable that providers would want to share details on really bad bookings to warn one another.
