Got a call like that once. Unlikely LEO calls you in that manner. Probably scammer. Ask for badge number and as much info as possible and tell him you will call back and ask for him and see what he says.

It is ridiculously easy to change the name of how your name shows up on caller I'd when you call someone using Google voice, etc. That's likely what happened to you, you should Google the phone number that called you and see if the PD number comes back in the search results.
