Much easier to bust AMPs. They're not mobile like streetwalkers, are open long hours, and police and code enforcement can use zoning, business license, H&S code and other tools to search and close down.

It really was only a matter of time with the traffic at PW and being located in such a busy shopping center, Green, that one Is a mystery as it was still under construction.
