Generally the Agencies are safer since they are not the target of these investigations; the ACS and LCS places are more likely to traffic in the negative way. The agencies only get hit when they do super stupid things like LF did a few years (ignored the multiple warnings / notifications /"begging to stop" that the apartment management was sending them telling them that neighbors were complaining about all the dudes going in and out) or, I'm assuming on this one, don't grease the wheels. But yeah, it's definitely good to be safe.
