Boner can provide a definitive answer, but I have always taken it as a girl in her mid twenties or younger. The problem is many non Asians can't tell that an Asian girl is 30 something because Asians age differently. So you get some reports of HYAs that are actually 30 something. To the non Asian eye they look 20 something.
