It's pretty normal for providers, esp. Agencies, to require references from previous providers you've seen. You don't see that a lot with the less professional ones who usually post on Listcrawler-type sites, but a lot of the ones who are just above that will both ask for them or happily provide you with one if you've seen them recently (usually last year or so).
