The only thing I've heard of is a list among independent providers which only includes real bastards: clients who are violent, abusive, refuse to pay, etc. Even in terms of 'time-wasters' I think the focus is on men who deliberately try to chat up providers for their own amusement and arousal with no interest in ever making an appointment.

A couple of indies have told me that they are part of an informal group / network that shares some info on abusive clients (which could include time wasters, I'd guess) for mutual protection. I'd heard that they share part of their names and last-four-digits of phone numbers. I'm sure they don't share details on all clients b / c that would both be an administrative nightmare, and of course very dangerous to their profession. But yeah, if you're an asshole to a provider there's a good chance you could end up on a blacklist.
