I believe the intent in that section of the post was to point out the inequality in our justice system. Looking at that intent, yes, there is a difference (even if you also keep your hands visible), there is a lower chance of it escalating dangerously.

But many officers are in it for the thrill of having power and the threat of violence over others, so better safe than sorry.

Speaking for myself, the idiots who around the whole K-girl scene are one big reason I don't play there often. They are as annoying to me as the simps on TNA who give 5 stars to man-hating whales who charge 500 for crap service.

More on topic, I've heard from several traveling girls that Seattle has a bad reputation and a lot more problem clients than most cities. So they don't travel here as much and don't advertise when they do.

There is a lot of talk about the demand side of things driving up prices here, but not as much about the supply. There are fewer decent high-quality girls providing good service here at reasonable prices than in the past. I think one reason is that word has gotten out and we have a reputation for drama and idiocy here.
