The door men are hired and the mongers are low level criminals / tickets. The girls even less so. They want the boss or whoever is profiting for the operation which may be difficult to get to. Perhaps they use listening devices to obtain bits and pieces of information.

My guess on why these spots are frequently watched but not busted.
