I think these places are just run incorrectly, they basically become a public nuisance due to high foot traffic in open areas.

There has been a visible LEO presence around RL recently. LEO shut down HKPD recently, but RL remains open for business. So what is LEO thinking? If they were going to shut RL down, wouldn't they have done it by now? Is it possible that they just want to decrease monger traffic by showing their presence? Do they just want to show complaining neighbors that they are "doing something"? Is it possible that they don't want to shut two apartments down at the same time, because they know that will cause a huge increase in traffic at SS in a residential neighborhood? What's going on?

Just was sitting in front of RL debating if I want to go in. Literally watched 4 guys go in while I'm sitting here over 10 minutes. Then literally an unmarked pulls into gas station and another one pulls in opposite way they start chatting and then a guy pops out of the back and heads into RL. So either they just sent in a CI or an UC LE but this spot will be cracked probably tonight -.
