I think these places are just run incorrectly, they basically become a public nuisance due to high foot traffic in open areas.

They should have 2 girls max per apartment, locations in apartment complexes. With individual customers scheduling a time to arrive. RL is part of a NYC & Houston program that rotates 100+ girls through these apartments.
