I think you spot most of the scams from a million miles away. The gal will be way too hot for Cleveland or a $300 meet up.

I am with PainWint on the 300 mark. That is on the high end for sure, but the quality is there and often that is for an evening, so your $ goes a long way. I have had overnights for less than 300.

I've had no luck on tinder / bumble in the cleveland area. Like you say just scams. Now, travel to other more active locations. Even Columbus, and with a bit of effort and trained eye you'll find some good talent. Now go to a well built up area and it works quite well. I just spent the last few days in the OC. Matched a girl from Laguna Beach. Long story short, it was a dream scenario. Mid morning match, within minutes I was picking her up at the Starbucks on the beach, fed her a bagel, and took her back to my hotel.
