They do this because a police officer trying to catch them will not stop to get something for them at all (they think) so they seem to feel that it's secure for them when you do pick something up they ask for. And really what's the harm as long as it's not illegal.

Police will also do this in a sting operation. They will ask what car are you driving, can you bring them something specific like Blantons Bourbon, and a small sushi dish. You show up and of course the police can't find anything on your personal phone because you have been using a hobby phone, but the specific things you brought, and the type of car you are driving removes reasonable doubt of what your intent was.
