How do I get to level 1?

How the hell does that make sense.

If you don't have higher level girls then you'll need:

*Level 1 = 21 girls.

*Level 2 = 29 girls.

*Level 3 = 37-40 girls.

And so on. OR easy way book high level girls (7 girls who rate back instant Level 1, because (1) Level 5, (4) Level 4.
