Yeah that's a bad precedent, you guys need to try walking out more. T house much rather want a customer than not. If you're not getting what you want just start leave, the papasan usually tries to get you what you need.

I can't speak for all providers or agencies, but typically the handler / boss is adamant about NO BBFS. They do not want to risk a provider catching something, and missing work, as well as them spreading it etc. B / c that could catastrophic for business. In cases where an agency girl is providing BBFS for an uncharge they are usually freelancing without the boss knowing and keeping the extra cash.
