They're not.

But if a provider gets arrested, her phone becomes evidence.

If you message a provider, even if she deletes it, they can recover deleted messages.

If a phone number made incriminating texts, they will have IP addresses, MAC addresses, GPS coordinates, etc.

If a credit card was used to purchase said phone, they now know who bought the phone.

As said, nothing is fool proof. Everything can be tracked.
