You can't send pictures in a message on here. You can upload pictures to a report though. Scroll down the page until you see a banner that reads "Additional Options" then click on the button labeled "Manage Attachments" a new page will open. At the top there is a box labeled "Upload Files From Your Computer" click on the button labeled "Choose File" then locate the picture on your device and select it. In the blue banner just below there is a button labeled "Upload" click on that. Once the upload completes click the "Close this window" button and it will take you back to the "Add Report" page where you started.

In the additional options box you will see your attachments. They won't appear in your post until you upload your report.
