Unfortunately this looks like a scam to me, it is the definition of TGTBT. But paying before meeting the person or being inside their residence will more than likely just give them the chance to take your money and block you before you get the chance to even see them. Tried to meet with someone before that sent a verifying picture as well and had a Instagram page with Naples as her location and they turned out to be a scammer requesting an Amazon gift card as a form of payment once parked outside the "residence.
