I think you completely missed my point. But to answer your question I've been using agencies like SDAG for over 5 years now and if money was not a factor I would have more visits. I've seen both and Bora at her best is better than Zora. However, like you, my recent experience with Bora has not been as good. Also, Zora does allow BBFS for an upcharge, if you are interested. For me, Zora's performance was a little bit better than my recent experience with Bora. YMMV of course.
