I don't mind the north haven spot we go to, out of the way and only once did we have anyone come by, and they left just as fast. Wasn't a fan of new haven spots, so I tend to avoid when she's there. You're making way to many assumptions about a business "plan" when it comes to these providers. We're not talking Harvard MBAs here. For most, the only business related move they make is to place an ad and in some cases get a room at motel. It's all pretty much live for today to support a habit, avoid getting a legitimate job or grab some fun money. So with that you, the consumer, are left with the same customer service you would get at any shitty place of business. Don't expect anything more. Yes some will employ some very basic marketing techniques to rope you in or convince you they are worth a higher price but don't equate that with a long term plan for growth and sustainability
