This sound fishy to anyone else but me? Meet in a public place for a "vibe" check, where you presumably affirm that you want to have sex with her. Then you agree to meet elsewhere. You go out to your car to drive to the hotel and maybe get arrested, if this is a cop. Maybe I'm paranoid. Yes prostitution has been decriminalized but that doesn't mean you can't still be arrested for it. You just won't be charged later on, but you can still get your day or week ruined by cops.

Decriminalized is the right word. It's illegal but they're not going to fully enforce the laws via prosecutorial discretion (the idea that prosecutors don't have unlimited resources so they have to focus their resources properly). It doesn't matter what police department writes a ticket for prostitution in Washtenaw County. University of Michigan police, Ann Arbor police, Saline police, Washtenaw Sheriff, Michigan State Police, or any of the others. At the end of the day, it's the Washtenaw County prosecutor's office which would be tasked with prosecuting it and they have discretion to just drop charges.

As far as the Feds go, they only have authority to effect charges based on human trafficking, crossing state lines for prostitution, and child pornography. The Feds do not have legal authority to charge consenting adults within a state with any prostitution related charges.
