If I re-rate someone following a repeat visit, shouldn't the date of my rating reflect the most recent one? This did not happen, wondering if this is how it is supposed to work or do I need to do something differently?

If you want the last date to show, it would be better to X your last rating and just start a new one. But the new rating has to be Casual or Familiar instead of Professional because the site algorithm remembers and preserves all your previous ratings, and it would look strange if your re-rating for the subsequent dates is not classified as Familiar.
