I've only seen one provider so far this year and didn't get COVID. Then again, I may have had it earlier this year, just a few weeks before it was declared a pandemic. My experience is the opposite of yours in that most of my experience is with agencies and I'm a novice when it comes to crapshoots. What happened to you happens to me all the time when it comes to parking. Half the time the code the agencies gives doesn't work and / or visitor parking is hard to come by. I don't know how the set up is at BAL, but at other agencies, when I see another car behind me, I just move and circle behind them and follow them right in. Though a lot of times, I am very lucky and I literally get there as the gate is either still open or as a car is just entering, so I just drive in.
