Pay to get out HX quarantine, unless you know someone on HX that can bail you out, no one will. There's no 'best' way to get into Korean agencies. It's more of a sliding scale of difficulty. The level of difficulty will depend on who you know, who you've seen, and whether you're willing to disclose personal info.

Middle of the road would be HX, more time and money needs to be invested in order to get into the scene with relative ease. Lastly, even with good refs the hardest would be orgs that have bad blood with each other or those that just don't plain answer (Sunny and Michelle come to mind).
