If you are using a VPN, you need to alter the VPN server you are connected to. If you are using TOR, you need a new TOR circuit. I just disabled my VPN for a few minutes and it was fine.

Basically, the IP address the site sees for you is on it's naughty list and as long as they restrict that address, computers that appear to be coming from there will be blocked.
