A couple points about the picture thing. First, highly improbable that LE makes an arrest based on what's in a providers phone. Think about it, there's no easy way to trace it back to a particular person or, more importantly, to have sufficient evidence to prove up a crime in a court of law. Second, if a provider asks for a picture, I've got a few stock pictures off of the internet that look reasonably similar to me, not exact of course, but similar. Of the few rare occasions where a provider requested a picture and I sent a stock photo, they've never questioned me once I arrived. To be clear, I'm not encouraging mongers to just send out pictures all the time, I'm just saying that there are ways around it and there's no real probability of LE doing anything with a photo, even if they found it.
