Setup an appointment with her early last week after texting back and fourth for couple of days. I don't remember seeing any review and took the chance for an out call at my hotel. She is the girl in picture but nowhere close to to as pretty as in picture. She didn't smell or look as good so I bailed out.

That likely isn't LEO. It's spammers. It is much easier to generate email accounts than text accounts en masse.

Then once those email accounts have gotten a lot of replies to them, they can gather a list of email accounts that replied and target spammy ads to said emails (boner pills, cam girls, etc) which have a lot higher clickthrough rate than normal ads.

I'm visiting your fair city next week and am grateful for your willingness to share and advise.
Though I am usually paranoid, I don't think in this case it's Uncle LEO. It's a scam where the provider (typically a bot. You can tell where the replies don't quite make sense) leads you on for a bit, then eventually asks to verify you "for free" on some site they use "for their protection against creeps". The scam then varies; either they harvest your data (phone or email and cc identity data) or the verification comes with some sort of subscription that will start recurring monthly on your cc bill.

Until the swarm of fake ads subsides, for me, the safest bet is to stick with providers who've been vouched for here.

If you are that earnest to give away your cash, I am sure you can find plenty of guys who you can give your money to and then kick you in the balls. Same effect as giving a deposit to a "provider" who is most likely some dude who has downloaded pics off the internet and running a scam.
