Sometimes their servers go down and it just takes a while to get them back up and running again. Also, I'm not sure about the other sites but I believe that STG is outside of the USA So technically LE here has no jurisdiction over it (setting aside the unconstitutionality of prohibiting people's right to free speech and assembly). If they are somehow blocked, a proxy server network would probably allow you to connect to them.
