In this context, most people are referring to Asian as a race, not the geographical categorization of the country. For example, Saudia Arabia & Russia are both considered part of the Asian continent, but do most people refer to them as part of the Asian race? Also, many Filipinos are part Hispanic, and do not identify as being racially Asian.

Filipinos are actually mostly part Spaniard, not Hispanic. Although you can I'd them as Pacific Islanders, I've never met a Filipino who's offended by calling them Asian also.
