I was not talking about what they "can" do; I specifically referred to what they have the "authority" to do. I'm speaking from a reality POV. All a cop has to do is say I seen him do whatever (make up some BS) and then pull you over. Cops aren't dumb they will know what you're doing especially if you're in a area known for prostitution.

But they have no more authority to pull you over to see if you are going to an "essential" business or "authorized" exercise activity than they do in normal circumstances to pull you over to make sure you have a drivers license.
