This really makes sense. I know I have seen providers in the past, especially in the Backpage days, who would have 3-4 phones with the same number of ads, sometimes with different pricing depending on which phone rang. I think this is just a larger version. Knowing quite a few of the ACS are connected, I bet you are right about this being a single, or very few, outfits.

Just a thought but, if all 10 of the ACS calls you made involved the same motel, it's possible you were dealing with a single outfit (or a couple of connected outfits) running multiple ads and maybe using more than one handler to take calls or texts. There are so many ACS ads out there competing for the same $, it's just a matter of patience and perseverance to find those willing to negotiate.
