A reliable source has informed me that Saigon is now open on a part time basis. Perhaps on a 3 day / week basis. Go to the website below for a contact number. Tiffany will answer eventhough she may not be there. As you stated, could be full closure coming up. Remember also that you will not be praticing social distance guidelines.

Few places, all of which are already well known.
1. The Shiatsus are currently the best ones and have been for a while since Sophias Spa disappeared.
2. Bella is probably the second best around.
3. VD Spa is still really nice and can be a close second but somethings missing.
4. Vivian, used to be the best bang for your buck for 30 min and safe. Not as talented as she once was though (imo).
5. Health and Foot Spa last time I went there it was newer owners, I believe they changed their name too. Used to get hh with a decent finish for 70 but new owners changed that, haven't been back since the first new owner trial.

In doing a little research (I was curious myself) Executive orders aren't necessarily enforced by the local coppers. I imagine they would come out make a report of a business being open in violation of the EO. It would then be sent to the appropriate agency. I'm sure they would close the place but unlikely to make arrests just because of manpower issues, unless you are an ass and argue the point. Bars would be turned in to LCC and restaurant violations would get sent to the health department. They may face a stiff fine or loss of liquor license for a time. I'm not sure an individual would catch much flak because an executive order is directed to the establishments. The police would handle any local law violations, such as solicitation or whatever else would fit. Its probably drama best left undisturbed.

Ultimately you are correct, the foot traffic would draw some unwanted attention if everything else in that plaza was closed.
