I suspect two compounding issues with agencies that are using primarily Russian and Eastern European beauties. One the overwhelming spotlight on trafficking has probably put pressure on LE and INS to see something and say something and do something. Two, immigration policy of this administration has given INS and Port of Entry officials more leeway to interrogate and refuse entry on a whim. These providers would save everyone time, money and aggravation by being truthful, posting current real pics, timely showing up for appointments, etc. They would also make more $ if they did.
