I've looked into this. It started on 4 chan as a way to troll people. They made up a thing that the "ok" sign was a secret white power sign. It was a masterful bit of trolling insanely well executed on the SWJ's of Reddit.

Then, AFTER THAT and IN BROADER USE smirking pride boy trolling types adopted it in the ceaseless oneupsmanship war that passes for political discourse in the US as a way of triggering those SJW's. So in a case of 'wag the dog' the fake troll sign has been adopted in many cases by trolls that identify with the groups that it was originally meant to be falsely identified with which depending on why it's being used makes it, yeah you guessed it, a white power symbol. If a bunch of WP people use it, even if they are using it so that after they use it they can deny it means anything, by them adopting it's use it has acquired meaning.
