Because stl is a medium size city that functions more like a small town and it's not the kind of city that attracts new blood. People don't wake up and say fuck it, I am finally going to move to stl because it's so much better than were I now live.

Wow. I am not sure how to respond on this. I get that opinions differ widely on providers and the rates they charge.
