I don't know about the SA "org" site. For the SA "com" site, you can set up a free profile, and search the local sugar babies. You can look at SB's profiles for free, but you cannot message or read messages unless you become a VIP member. Membership is (was?) about $80 per month. I got the VIP membership and dropped it after 3-4 months, after I found what I was looking for.

I can only speak about my experience, and I have some disposable income, but I found it a worthwhile investment. There is better quality and much better arrangements for what I'm looking for at my age. It does take a little patience and sorting though the occasional scams and GPS. I had a few short term "arrangements" but I finally settled on two beautiful and very nice women that I see fairly regularly, and have a lot of fun with.
