You have learned a good first lesson. Not sure I would equate the ad history to the term "agency" though. Multiple ads in several different parts of the country using the same pics or with multiple numbers combined with pics of other women often a good indication of some level of scam. Real agencies, the few that are left, are usually much more open about being an agency. Many of the ads use pictures that are heavily blurred or very low resolution, why, something to hide? Internet search on the images, phone numbers and names used just adds more negative check-marks in my book.
