To the first question, there is just no telling. There is no place that girls just hang out waiting for you. They move around and you have to move around, too.

To the second question, the best thing is to read the reviews and go with the girls you read about here. Most of the advertised sites are made up of agencies with a few independents and you can walk all night and not see a CG, or you can walk into the first casino you come to and find a bunch at the bar. In Vegas it's more fun to look around in the casinos. Here's what I suggest:

Start after midnight. Later is better. 2 am,4 am they are out there. Go to Circle Bar in NYNY. You will see BCGs working in pairs. You might see others. Keep moving around. Check the bridges to Excalibur and MGM. In a casino, sit at the end of one of the bars in an obvious place. By yourself. Watch for them. Make eye contact and smile. It's just like real life. If you try eye contact and she looks away then she's not interested. If she locks on to your eyes then approach and start talking. It works. You can spot them. At slots, at bars, on the overpasses, they move around just like you do.
