If your phone has a hotspot you should be able to connect your computer via WIFI.

With most phone hotspots you will get a different IP every time you power up your phone.

You could also try pure VPN.

The app is available for Android / Google but not Apple. Just last week I went to open the app and I had to download the newer updated version.

Unless something has changed the app is no longer available. It was removed from the app stores. But you could still hit the site from the mobile browser on your phone.
