That could be part of the reason but I'm guessing it's more about capitalizing on mongers who are willing to pay extra for guaranteed BBFS. She's already doing it up north and for less to boot. So might as well pocket the extra bills and provide the same service options. It's a good business tactic but I find the practice disingenuous and won't patronize such agencies.
