Ben reading the papers and watching the news in Toledo for over 30 years. If you consider Toledo too high crime / low income try Detroit or Chicago. Toledo is a shithole in places but if "the high crime" on the east side is enough to keep you out of that area for seeing providers then I'd suggest getting a new hobby. Any situation in this game is potentially a dangerous one, at any location. If you can't handle yourself on the east side, you're not going to handle yourself anywhere else. Always be aware of your surroundings, no matter where you are.
