Did you try using a VPN and using a anonymous payment with a new email? I think VPN is key and would definitely allow you to create a new account. I cannot confirm this as I've never been banned there, but I'm guessing they track people with a combination of IP address or email or cc information. So I'd use VPN, new email and a Visa gift card or some other anonymous payment method.

Check "Recent" location on SA profile and if it doesn't say United States, it is probably a scam. It goes by the IP from where they last logged in. The profile you linked to says Australia.
